This is Himari Takakura (Princess of Crystal) from Mawaru Penguindrum, one of the most AMAZING (!!!) anime shows today. It is currently in episode 21 and I seriously cannot wait for the ending!
Anyhow, I loved this costume! Though I’ll probably have a hard time walking in it in conventions. (Anime Crossroads, here I come!)
But I absolutely adore the Penguin Hat!!! ❤❤❤
